NAVY ADMIN GUIDE
Navy Point Paper Format
A point paper is built for speed: the reader should be able to understand the issue, the important facts, and the requested decision or action without working through a long narrative.

Useful point-paper sections
- Purpose or issue
- Background needed to understand the problem
- Key facts or discussion points
- Impact or considerations
- Recommendation, decision, or way forward when appropriate
Write for scanning
Use short sections, parallel bullet structure, and direct language. A point paper is not the place for long history unless the history changes the decision.
